The wetland stretches from Puxin Estuary in the northeast to Fulin Estuary in the southwest. Situated north of Western Coast Expressway No.61, it extends toward the ocean 6 m out from the low-water line.

This wetland is endowed with ideal ecological conditions, encompassing tidal flats, a wide range of algal reef, mangrove forests and windbreaks, making it a sanctuary for shorebirds.
More than a century ago, Xucuogang was a thriving port for trade with Xiamen and Fuzhou of China, but gradually declined after the highway and railway systems were built and was eventually replaced by the Keelung and Tamsui harbors. Later on, the local economy turned to coastal fishery, eel harvesting and aquafarming. But in recent years, it has remained unoccupied.

A bird survey has recorded 33 families and 87 species in this area, including 9 protected species, such as the peregrine falcon, common kestrel and Chinese sparrowhawk, which suggests that the wetlands in Xucuogang are the perfect resting ground for migratory birds.
A botanical survey has recorded 120 species of 96 genera in 48 families, including 2 rare species, the Kandelia and Scirpus planiculmis. The Kandelia was likely planted and is only found on the mudflat near Xinjie Estuary. Scirpus planiculmis is otherwise widespread on the north bank of the Puxin river, the south bank of the Xinjie river and the north bank of the Laojie river.

The wetland ecosystem has been threatened by factory wastewater, waste and rubbish dumping by factories, and driftwoods carried by typhoon. Some local residents have urged redevelopment of Xucuogang.
