The Biodiversity Working Group of the National Council for Sustainable Development, Executive Yuan, directed the Construction and Planning Agency (Urban and Suburban Planning Administration), Ministry of Interior (CPAMI) to engage in “Completion of Maps of Taiwan’s Wetlands and Coral Reefs”, with the cooperation of Academia Sinica, the Ministry of Education, and the Council of Agriculture.

CPAMI designated “Taiwan’s Wetlands of Importance”, implemented conservation of local bio-diversity, launched the inter-dependent activities of wetland ecotourism and education, and publicized Taiwan’s conservation achievements to the international community. CPAMI established “Notes of Operation for Selecting Taiwan’s Wetlands of Importance”, and held a “Delineation of Taiwan’s Wetlands of Importance Recommended Operating Briefing”, on December 14, 2006, inviting related ministries and bureaus in the Executive Yuan, municipalities, county (and city) governments, private organizations, and academic institutes to collaborate in the endeavor. In 2007, CPAMI completed its evaluation and published “Taiwan’s Wetlands of Importance”.

Since 2009, through subsidizing each county and municipal governments, township offices, tertiary institutions, communities, and related organizations, the wetland conservation of our nation has won the participation and support of all sectors in the implementation of patrolling the important wetlands nationwide, environmental education, as well as landscape rehabilitation works. In 2010, referring to the relevant laws and regulations of the countries worldwide and in Taiwan, the study of drafting the Wetland Conservation Act started. And, in 2011, the "National Important Wetlands Conservation Program" was initially promoted as well as the holistic affairs, such as the wetland ecosystem rehabilitation advisory group, the nature and social research of the wetland conservation, databases and websites, the legal operation of wetland conservation, etc.

After communication, research, and discussions among all sectors and authority departments, the Wetland Conservation Act of our nation was signed into law and published by the president on July 3, 2013, and became officially effective on February 2, 2015. Taking "wise use" as the core spirit, which is different from the previous strict prohibition and restriction of use, the wetland management on the important wetlands has integrated the protective concepts of ecosystem, production and life. And, according to the value of ecological diversity, conservation of important species, the assessment classifies wetlands into different levels, including the international level, the national level, and the local level. Depending on the different characteristics of individual wetlands, as well as the respect for the existing rights and interests of the people, the management strategies are formulated accordingly to meet the local conditions: wetland operation management will be carried out as the dedication of assisting the development of local specialty industries and a wetland mark certificate will be implemented to expand social participation and promote wetland environmental education.

Sine the Wetland Conservation became effective until the end of 2022, there has been a total of 2 important wetlands designated at the international level, 40 important wetlands designated at the national level, and 16 important wetlands designated at the local level. The two important wetlands at the international level are widely known, they are the Sihcao Important Wetland and Zengwen River Estuary Important Wetland. As to the important wetlands at the national level, the more famous ones include the Gaomei Important Wetland, Dapochih Important Wetland, Wuwei harbor Important Wetland, etc. As for the wetlands at the local level, the wetlands include Nangang 202 Arsenal and Periphery Important Wetland, and so on.

The wetland conservation project is diverse and extensive, it takes cross-field works that integrates water, soil, and ecosystem conservation. Also, the constant care and active participation of all sectors of society are much needed. CPAMI will continue communicating with the public, creating opportunities for cooperation, as well as strengthening local operation management for sustainable coexistence with the wetland ecosystem.
